Starting in the World of Kuuga as a police officer, Tsukasa meets the world's Rider, Yusuke Onodera who battles the Gurongi and learns that someone is disseminating rumors across the Worlds about him as the Destroyer of Worlds. Learning that the world's destruction is a result of the Nine Worlds converging into one world, Tsukasa is tasked to traveling to these worlds to seek out the Kamen Riders and resolve the disturbances in each world. Using the power of the Rider Cards, he transforms into various Kamen Riders to combat the monsters.
After reuniting with Natsumi, Tsukasa notices the Decadriver in her hands and uses it to transform into Kamen Rider Decade. Tsukasa encounters Wataru Kurenai, who addresses him as "Decade" and to protect the world. While he laments for being unable to recall his past, he and Natsumi are separated by an Aurora Curtain. One day, Tsukasa was scolded by Natsumi over the distorted photos he had captured. However, the images he captures on his camera would be distorted and not develop well due to his status as an outsider of the world. While wandering in the unknown world, Tsukasa began to take pictures at Hikari Studio, where he met Natsumi Hikari. However, after one year into his campaign, Tsukasa suffered from amnesia caused by turbulence while traveling between numerous dimensions and stranded in an unknown peaceful world.
Using his position and power, he began his conquest across different dimensions. As an adult, Tsukasa would be appointed as the " Great Leader of Dai-Shocker" ( 大ショッカー大首領, Dai Shokkā Dai Shuryō) and acquired the Decadriver. Tsukasa would exploit these abilities to explore different worlds. Due to Sayo's fears of going outside, she manifested the ability to open Aurora Curtains. This left him and his sister Sayo Kadoya in the custody of the family's butler, Nobuhiko Tsukikage.
